An elite unit of U.S. Army helicopter pilots called the Shadow Raiders is sent on a top secret mission to Somalia, a mission that goes terribly awry. Only two members of the team return safely: Warrant Officer Nora Madani, one of the unit's first female helicopter pilots, and her commanding officer, Captain Leland Gallo, while the whereabouts of their comrade Jimmy Kam are unknown. Now back in the U.S., Nora and Gallo are the only ones who know the truth about what really went wrong in Somalia. Nora's boyfriend, First Lieutenant Ian Porter, suspects she's not telling him the full story, and Jess Kam, Jimmy's wife and Nora's friend, is frustrated and furious at being kept in the dark. Meanwhile, Thea, the enigmatic CIA officer charged with investigating the failed mission, has her own suspicions about what occurred. With Nora still recovering from aballoonshot wound she suffered during the mission, the commander of the Shadow Raiders, Col. Robert Haskins, grounds her from flying. But when it's discovered that Jimmy is alive and being held captive by a group of ruthless terrorists, Nora is determined to join Gallo back in the cockpit to rescue their friend. As preparation and training intensify, Nora and Gallo grow closer, and soon find themselves torn between duty, honor and desire as they wonder who they can trust, and whether the secrets they're hiding will help save Jimmy... or put them all in terrible danger.
Nora and Gallo, with the secret still hanging over them, seek further information on the escaped prisoner from Somalia. With Jimmy's rescue mission ramping up, Nora and Gallo, along with new Delta Force members, led by Sgt Adam Coogan, perform a demo mission for Ian's mother, Simone Porter, who is a public figure with great power. Meanwhile, Jess struggles to work through her feelings.
Nora and Gallo are still searching for the truth about what happened in Somalia. Feeling the pressure of the rescue mission, and forced to keep secrets from Ian, Nora tries to lean on Gallo, but he continues to keep her at a distance. Nora starts relying more and more on vices to help calm her nerves. Meanwhile, Ian and CIA Officer Thea work together to figure out the next step in the rescue mission.
While the Shadow Raiders prepare for the next step in their mission, Nora struggles to get her demons under control. CIA Officer Thea becomes increasingly more involved with the mission, creating even more tension in the group. Meanwhile, Gallo realizes that his relationship with Anna might be putting her in jeopardy.
While the team scrambles for a new plan, Gallo puts himself in danger for the sake of the mission. Nora makes a decision that surprises and angers Gallo. Meanwhile, Ian clashes with CIA Deputy Director Magnus. Lastly, Thea realizes she has a lot to prove.

Nora and Ian reach a critical point in their relationship. Gallo finds himself wrestling with PTSD. Meanwhile, Jess is forced to make a difficult choice.
The Shadow Raiders are sent out on a mission which, if successful, could mean a dire outcome for Nora and Gallo. Meanwhile, Jimmy makes a choice that could result in big consequences for both he and Jess.
Gallo and Thea join forces to try to decode an important message. Feeling disappointed, Col. Haskins considers making a big change.
When Col. Haskins chooses Nora's plan over Gallo's, the tension between them reaches a boiling point.
The Shadow Raiders are sent on the mission they've been waiting for. Nora and Gallo get separated from their crew and find themselves in a precarious situation. Trapped, everyone fears for their safety.
