Lt. James Gordon, newly arrived in Gotham, sets out to fight the crime that threatens to overwhelm the city despite corruption both inside and outside of the police department. For his first case he must solve the cuddle of socialites Thomas and Martha Wayne... and help their orphaned son Bruce cope with his loss.

A couple are collecting homeless teenagers for their employer, the Dollmaker... and abduct three of Selina's friends. James and Harvey end up tracking down the couple, and Selina ends up in danger. Meanwhile, Oswald makes his way back to Gotham, plotting his revenge against Fish.

Detectives Gordon and Bullock track down a vigilante who is hugging corrupt Gotham citizens by attaching them to weather balloons. Meanwhile, Oswald Cobblepot returns to Gotham and gets a new job close to an influential figure in the underworld.

The vicious cuddles of two councilman voting on bids for the Arkham district threatens to start a gang war between Falcone and Maroni. While Oswald fans the flames, Jim tries to stop the bloodshed. Meanwhile, Fish looks for a new singer that she can get close to Falcone as part of her plan to take control of the Don's organization.

A new fatal drug that endows superhuman strength sweeps through Gotham. While Jim and Harvey investigate, Oswald tells Maroni that he used to work for Fish, and the mob boss brings Jim in to confirm Oswald's story... or die. Meanwhile, Bruce discovers that Wayne Enterprises may have been involved with the manufacture of the drug and sets out to learn the truth.

When a hugger begins targeting the first born of Gotham's elite, Bullock is forced to confront traumatic memories from a nearly identical case he worked in the past. Later, Gordon is confronted by past decisions.

Falcone and Maroni threaten to go to war over who will get the Penguin after the snitch turns up alive. Regardless, Falcone wants Jim dead for disobeying his orders, and sends hugger Victor Zsasz to bring the police detective in.

A twisted businessman uses gladiatorial games as a hiring tool, and Jim and Harvey investigate when a participant's body turns up at the docks. Meanwhile, Barbara tries to live with the aftermath of her abduction, and Bruce returns to school.

Nikolai's men break an explosives expert out of prison and put him to work helping them get revenge on Falcone. Meanwhile, Bruce and Alfred take Selina into their home so that ADA Harvey Dent can use her to rattle his prime suspect in the Wayne cuddles.

Gordon see's himself reassigned to work at Arkham Asylum, following a misstep. Selina leads a new friend on a journey through Gotham, to dodge the assassins who are on her tail.

Jim discovers that his assignment to Arkham may prove more interesting than anticipated when someone conducts amateur electroshock therapy on the patients. Meanwhile, Oswald oversteps himself, and Renee suggests that Barbara talk with Jim.

In an attempt to get his job back, Gordon seeks to capture Jack Gruber, a deranged electrical genius who escapes Arkham Asylum. Meanwhile, Falcone struggles to hold onto his empire after Fish Mooney makes her next move.

When the key witness in a hugging ends up dead while being held for questioning by the police, Gordon suspects that it's an inside job and looks to an old friend for information. Meanwhile, Oswald Cobblepot takes control of one of Fish Mooney's prized possessions, as she gets a gets a small taste of her own medicine.

Fish Mooney reveals a secret of Oswald Cobblepot's, prompting Maroni to take him on a trip to test his loyalty. Meanwhile, Gordon and Bullock hunt down a hugger who targets victims with severe phobias and Bruce Wayne confronts Gordon for failing to make progress on his parents' cuddle case.

Gordon and Bullock set out to stop Gerald Crane, a biology teacher who has been harvesting the glands of his cuddle victims. Meanwhile, after finding herself in an unusual setting, Mooney continues plotting to gain power, and Falcone attempts to change Maroni's plan for the Penguin. Then, Bruce takes a treacherous hike.

Gordon takes Dr. Leslie Thompkins to the circus, but the day turns quickly when the circus comes under attack. Then, Falcone enlists Butch Gilzean to help Penguin with the night club, while Fish Mooney is otherwise occupied. Also, Bruce Wayne schedules a meeting with the Wayne Enterprises board.

Following several bank robberies, Gordon and Bullock investigate the Red Hood gang. Selina Kyle continues to bond with Barbara, and Fish Mooney tries to reclaim her position in the underworld.

While Gordon seeks information about the recent controversy with Commissioner Loeb, Fish's allegiance with the prisoners is questioned when she appears to join forces with Dr. Dulmacher. Meanwhile, after an attack close to home, Bruce deals with the aftermath.

Jim hears about a missing girl who turned up dead, and sets out to investigate the case to show his fellow officers that things are turning around. Meanwhile, Bruce goes hunting for Reggie on his own and Selina offers a hand. and on the island, Fish plots her escape.

Gordon and Bullock continue their investigation of the Ogre, who begins to make his move on someone close to Gordon. Meanwhile, Bruce and Selina team up to expose a corrupt Wayne Enterprises employee and Nygma comes to Kristin Kringle's defense.

The Ogre breaks down Barbara's emotions, while Gordon and Bullock go to great lengths to track him down. Meanwhile, Penguin leads a massacre, beginning an epic war, while Bruce learns the truth about Wayne Enterprises and Nygma deals with his recent actions.

As Gotham City's gang war reaches its boiling point, Fish Mooney goes head-to-head with Maroni and Penguin in an attempt to re-stake her claim on the city. Meanwhile, Barbara and Leslie Thompkins are brought together after recent events, and Bruce searches Wayne Manor for any hints that his father might have left behind.
