At the request of the archaeologists excavating B'Hala, Captain Sisko, Major Kira, and Jake journey to Bajor to look at an ancient artifact. The artifact in question is one that carries the inscription "Welcome Emissary" on it. When Sisko touches it, he has a vision of the Prophets in which they tell him that a reckoning must take place.

It is 700 years in the future and Voyager has become museum piece on display by Kyrian race, in the Delta Quadrant. They visitors there are told how Voyager and crew caused the civil war 700 years ago between the Kyrians and the Vaskans, which nearly wiped out the Kyrian race. They are told how Voyager wiped out millions of Kyrian, after taking the Vaskan's side.
However, this view of history becomes challenged when a scientist reactivates the Doctor's program; but can the Doctor prevail against 700 years of strongly held beliefs? The more he tries, the more strife begins to grow between the Kyrians and the Vaskans.

A "sex shop" opens in Beverly Hills. Brandon, Steve and David patronize the store, under the guise of covering the controversy for the newspaper. Brandon infuriates Kelly by defending the store and its clientele, and attending a wild bachelor party for Muntz. A misunderstanding causes David and Val to fear that they are having problems with their sex life. Steve decides that he is interested in Janet after she expresses her philosophy on free love. Donna discovers that her assistant, who has very low self-esteem, calms herself by cutting her arms with a razor. She tries to convince her to seek help. Donna asks women of normal measurements to appear in her catalog because she believes that using models would send the wrong message. Kelly is revolted when Jackie opts to get a face lift and Erin frets about calories.

The staff prepares for Paul and Claudia's bachelor and bachelorette parties as the city prepares to unveil a new statue that it commissioned. The girls play "I Never... ".. Paul's party is in the office because the Mayor can't go to strip clubs. The new statue, called "The Bird", is, you guessed it... . The girls think a visiting priest is a stripper because of a prank pulled by Stuart. James and Carter go to the hardware store and it is robbed with them in it. Mike is trapped in the store too, after he goes checking for James and Carter. Stacy sends the guys the male stripper Stuart canceled for the girls.
