The family visits Shelbyville and are appalled at the perception those citizens have of the inhabitants of Springfield. Back in town, Marge brings it to the attention of the Springfield Cultural Advisory Board and then asks architect Frank Gehry to design and build a new Springfield cultural center. He sees inspiration in her request and submits a design that is approved by the town. $30 million dollars later, the project is built and it opens and closes quickly as nobody in town really cares for classical music. Mr. Burns agree to take over the space, with his plan to turn it into a state prison. Homer applies for a job as a guard, but fails the drug test after Otto switches their samples. Meanwhile, Bart and Lisa follow Snowball II, when they believe the reason she is so fat is that she is getting food from elsewhere; after following her they discover she has another family. Burns needs convicts for his prison and Chief Wiggum blows the dust of some old forgotten laws. Homer is arrested for illegally transporting litter (kicking a can 5 times in a row). In prison Homer inadvertently squeals on Snake's escape attempt and is drafted to becoming a snitch and he begins enjoy the perks that go along with it. Snowball II ("Smoky") enjoys life with her new family and Bart gets into the home to find out; there is plenty of good eating to be found there. Fat Tony and his boys try to find out who the snitch is. They feed Homer information regarding a breakout. While all the guards are outside waiting for the breakout, the prisoners are taking care of their snitch and a riot ensues. The riot is stopped and Homer snitches on the conditions of the prison.

Commissioner Jarry tries to get Merrick to print a "legal statement" explaining Yankton's position on the status of the Deadwood gold claims. A.W. refuses to print it, as it is nothing but political doublespeak. A mob forms, wanting to string up the commissioner, but decide to tar a black man as a distraction. Bullock is forced to put the whole situation in order before it gets out of hand.

There's a change in Mama Solis' (guest-star Lupe Ontiveros) condition for the better as she finally wakes up from her coma, but it doesn't last long. The residents of Wisteria Lane all attend the unfortunate funeral of Juanita Solis as Carlos and Gabrielle fret over their financial and court issues. Lynette befriends a deaf woman, Alisa Stevens (guest-star Marlee Matlin), whose children also attend Barcliff Academy with Porter and Preston, but her newfound friendship is tested when she butts into her disturbed marital problems of her husband saying things behind her back.
Meanwhile, Bree encounters more trouble with her son Andrew when it comes to disciplining him and tries to convince Rex that he needs serious help. Lastly, Susan finds herself attracted to Edie's hunky new contractor (guest-star Rick Ravanello) who's sticking around the neighborhood, but Edie doesn't want her to go with him as a favor to their fragile friendship.

The surgical staff tries to be optimistic as a young woman clings to life after a brutal attack. Meanwhile, Meredith puts her career on the line to save a newborn in the hospital nursery; while taking on the responsibility of an object that she wished she never had to look after. After Dennis and Camille Burnett are found murdered in their home, the only survivor is their twenty-year-old daughter, Rachel. Because the Burnetts had been in the witness protection program, Goren and Eames initially suspect someone connected with a crime family had the Burnetts killed. The detectives soon realize the connection isn't the parents; it's the daughter. Suspicion then turns to the daughter's biological parents and her birth father's very jealous wife.
