Springfield is experiencing an unusually strong thunderstorm, and the rain is causing roofs to leak all over town. Homer devises a unique solution for getting the rain water out of their house that ultimately fails and sends him dejected off to Moe's, where he ruins Lenny's surprise party. Homer goes off wandering and finds himself at a bar called Knockers, where he makes a new friend named Ray, who is a licensed and bonded roofer. Marge takes the kids on some errands while Homer and Ray almost begin the roof repairs; they screw around and never get around to doing any work until he gets called away. Marge wants Homer to fix the roof by himself. Homer runs into Ray at the Builder's Barn and Ray promises to stop by later and help him with the roof. Homer waits for him, but Marge is skeptical that Ray even exists when Ray never shows up. Marge has Homer placed in the mental ward of the hospital and she and no one else can confirm that Ray really exists. Dr. Hibbert recommends and gives Homer electro-shock therapy. Six weeks later Homer's treatments are over and to everyone's surprise Ray turns up at the hospital to celebrate Homer's release. Plausible explanations, even one by Stephen Hawking, are given to explain why no one had ever seen Ray before.

At Springfield Elementary the new vending machine contract is awarded to a company that promises to give half the profits to the school and it is of little consequence whether the snacks are healthy for the children or not. Bart begins taking all of his meals from the vending machine and three weeks later has gained a lot of weight, so much so that he has heart attack symptoms as a result. The X-Ray shows that malted milk balls have blocked his arteries. Despite it all Bart continues to eat junk food. Marge has no choice and holds an intervention, which Bart escapes from, right into the hands of representatives of a maximum security fat camp who take him away. Bart finds himself Serenity Ranch with Kent Brockman, Apu and Rainer Wolfcastle. The first bill from the ranch arrives and Marge decides they need to find a way to pay for it. They open their house up as youth hostel to German tourists. Having a hard time getting through to Bart, Tab Spangler takes him home and shows the horrors his family is enduring on his behalf. Bart finally gets the message and rages against the vending machines and is cured of his junk food addiction, there are three non-refundable weeks of fat camp available for a family member to use. Homer, the obvious choice, is elected to go.

When Channel 84 hires gung-ho meteorologist Irv Bennett, Nancy and her less-than-accurate weather reports are left out in the cold. Determined to remain an integral member of the news team, Nancy drives a stolen news van into a raging wildfire, aiming to scoop the competition. Meanwhile, Bobby is terrorized at school by a boy who keeps jumping out and startling him. Hank takes matters into his own hands, and is shocked to see that the bully's father is a victim as well.

Stan Smith is mad because after getting his wife a job (or "hobby") as a Real Estate agent, she makes more money than him. In the meantime, his daughter Hayley ran a program that helped the homeless, and Stan's son Steve had an idea to have a Bum Fight program. To get back and to try to gain more money than his wife, Stan takes Steve's idea and starts a Bum Fight Night where he takes bets and treats the homeless like wrestlers. But with the homeless petition, Stan has to end up fighting like a homeless man himself.

A serial killer is to be released from a New Jersey prison based on a plea bargain made twenty-five years ago. Philadelphia homicide is asked to locate a potential crime committed while the killer was living in Philadelphia during the summer of 1977. A doorman was found strangled to death in a subway station in full uniform. The plot follows an evening at "The Rocky Horror Picture Show" involving the doorman, his girlfriend and the future serial killer. Valens received word from NYPD that his girlfriend was involved with credit card fraud and there's a warrant out for her arrest.

Garret meets Charlie Davis at a crime scene where a man (her ex-boyfriend) was stabbed 17 times (with a knife from her bar). During the autopsy a bruise in the shape of a stiletto heel is found on the victims body which further points to Charlie as being the killer. Charlie asks Garrett to prove her innocent but that may be hard to do when Detective Framus begins to suspect that Charlie's (ex)-boyfriend isn't her only victim. Garret performs a live autopsy on Charlie to see if he can prove her innocent or guilty of murder. After the arrival of the exhumed bodies of Charlie's fiancé (who had died a few years ago) and another of her ex-boyfriends (sometime after that), a disturbance is heard in the autopsy room (someone poured acid onto the bodies) just after Garret's record player begins to play the same song Charlie listened to when she was in his office.

Wolcott gets a new moniker; Jane and Joanie continue their unlikely alliance; Sweargengen strikes a departure deal with Miss Isringhausen; and Fields and Hostetler attempt to tame a wild horse for the cavalry with damaging results.

Gabrielle plans a big party to bid farewell to Carlos, who is about to head off to jail for eight months. Meanwhile George Williams (guest star Roger Bart) resurfaces in Bree's life, much to Rex's displeasure as he knows George wants to steal her away from him. Also, Lynette is shocked to learn that Tom's old girlfriend Annabel Foster (guest-star Melinda McGraw) who he dumped for Lynette has been hired at his firm again. A desperate Lynette turns to Edie for advice on how to deal with the situation. Susan and Julie encounter less-than-neighborly behavior from the Young family as Zach continues to stalk Julie. Paul interrogates Edie about breaking into his house, and she ends up telling him that Susan was behind it. Paul decides to lie to Susan again in order to cover.
Mike tries to separate Susan from Mary Alice's past secrets. There is a fire in Susan's kitchen, and Susan suspects that Paul was behind it and hires Mr. Shaw to investigate the Young family. Lastly, housewife Gabrielle is suspecting that she's pregnant. She's also looking to buy a new car, which doesn't go so well while at the dealership which begins her suspicions. When finding out that Carlos tampered with her birth control pills Gabrielle retaliates in rage.

Izzie tries to get George to find the courage to ask Meredith out. All of the interns are in awe when a woman comes in with a record breaking tumor, but it is so far advanced that the woman's prognosis is not good. Now that Bailey knows about Meredith and Derek's affair, their jobs are in jeopardy, and she advises Meredith to end it. Meanwhile, Cristina and Burke's secret relationship is also getting more complicated...

When five young people are found dead by the tracks, Goren and Eames initially write them off as a suicide until their investigation reveals one of the victims, Carmine Ruggiero, had no desire to be part of a suicide pact. Although they begin looking into a website that gives instructions on how to commit suicide, the investigation leads them to the unsolved suicide of Edie Elverson, one of Ruggiero's co-workers, who he had once testified against in a harassment suit. Goren soon realizes another of the company's employees is trying very hard to push them to an answer.
